It's not us who vote for it, it's a group of judges. The rule was changed 6 years ago, when Tim Duncan won. Not many people thought he was deserving, but everybody in San Antonio voted for him. This wasn't fair to everyone else, so the rule has been changed. I'm not sure who the judges are but they have been great so far.
